ZAKARIA: “Well, you know, what it's fascinating to me when you think about this, George Will, great erudite conservative columnist, in many ways the dean of conservatism intellectually in America, wrote a book people have forgotten about 20 years ago, saying conservatives, constitutional conservatives need to remember that Congress is the primary first branch of government. It has all the authority. And what we have seen over the last 200 years, and particularly 50 years, is a very dangerous rise of an imperial presidency. What we now have is a super imperial presidency enabled by the Supreme Court, where Congress has completely abdicated its role.”
