And I think it’s important to emphasize, this is a tactic that is so low brow, it’s so easy to do that it’s very difficult to say at this point that this was not simply the act of lone wolf extremists, perhaps in league with a group like Al Qaeda or ISIS, but there's nothing about this so far that is definitive that would show the level of training or expertise or knowledge or anything like that to distinguish this from a whole bunch of other lone wolf attacks that we’ve seen. ISIS may go ahead and claim credit for it, but that also really doesn’t tell us whether or not they were directly involved."
